The report outlines countries eligible for the MCC’s development compact and identifies those barred due to legal restrictions. According to the report, Ghana’s ineligibility is based on a debt default restriction under U.S. law. Specifically, the country is listed among nations prohibited from receiving aid due to pending debt restructuring agreements, as stated in Section 7012 of the FY 2025 U.S. Appropriations Act. The MCC provides large-scale grants to countries that demonstrate a strong commitment to democratic governance, economic freedom, and investment in people. Countries are evaluated based on performance indicators, income levels, and legal eligibility. For FY 2026, over 80 countries were listed as eligible or “candidate countries” including Kenya, Côte d’Ivoire, and Senegal. Ghana was listed among 18 countries disqualified due to legal prohibitions, including those facing military coups, human rights violations, or economic sanctions.
